Thanks for the comments! The wind was so strong that it had no need to flap its wings to hover - but kept adjusting its tail and feet to stay still. And yes, that was the same wind which blew over my tripod and broke the camera a day or so after this shot was taken!

@Chris - I was stood on a cliff, and the kestrel was just over the edge of the cliff. So focussed on what was below I could get really close...
